CBRA is a not for profit organization incorporated by the State of Virginia under the corporate name Collaborative Business Resource Alliance. The organization is funded by donations from its members for the following purposes:

To promote and advance the fossil fuel industry and the education of its members, the highest standards of production, managerial and financial activities; to provide the vehicle for solutions of common industry problems in an effective and efficient manner; to promote the anticipation and awareness of change in the economic, social and technological environment and positive reaction of these forces. It will promote throughout the industry and industry employees, compliance with all federal, state and local laws including the Federal Antitrust laws a safer and more reliable working environment for industry pertaining to combustion and heat transfer equipment, reduce pollution to the environment, increase and enhance combustion technology by increasing efficiency and lowering nitrous oxide, as well as reduction of particulates and volatile organic compounds emitted from industry exhaust and stacks. It will promote electrical savings through variable speed drive mechanisms, heat exchange configurations to maximize heat transfer and alternate clean burning fuels from renewable sources.

Representatives from the engineering community, manufacturing, governmental agencies, service contracting, operators of industry equipment, safety directors, environmental engineers and architects shall be admitted as members upon request and approval of the executive committee and a majority of the voting membership. All members must be involved in the safe operation, design, testing, contracting or monitoring of fossil fuel burning equipment and have or possess the qualifications and education to advance the industry standards.

Members from the Department of Energy, OSHA, EPA, NAPE Directors, multiple use industrial users, insurance safety inspectors, association representatives such as the Dairy Council, Ethanol Industry, Feed and Grain Industry, Power Generation Industry, corrugating, hospital, food and beverage, pharmaceutical, refinery and chemical industry shall have rights of membership and committee involvement.
